Minutes of an Amenities Committee meeting held on Monday 12th September 2005 at 8.15 p.m. in the Cricket Clubhouse

There were no comments or questions.
These minutes, which had been previously circulated were taken as read, agreed a true record and signed by the Chairman. There were no matter arising.
Cllr. Butt was temporarily out of the room so Cllr. C Rich put the motion.
"that the Amenities Committee shall take over the full functions of the Lighting Committee and the Recreation Field Committee and in addition take over the responsibility for the POS and the Village Green (i.e. facilities that are owned by the Parish plus oversight of the BANES lighting).
The Environment Committee shall continue to progress and maintain all floral displays in the village, including the hanging baskets and all the others that are at present on BANES land"
Members asked that the question be put immediately as they had heard the reasons behind the motion at the meeting of the Environment Committee held earlier in the evening.
The motion was carried unanimously.
B&NES. Grass cutting on roundabouts and verges
It was agreed that this committee should ask the Council to co-operate with this offer and take on agency work as long as the funding follows the job.
The Clerk reported that he now had quotations for the work along the stretch of lane between New Buildings and Carlingcott where a pole, which seems to have been hit by a large vehicle was removed by WPD for road safety reasons. Most of the lighting in this area is now out as the damaged light was part of a row of lights that are fed from a connection in New Buildings. WPD has quoted £1954 to replace the pole with a new one and SEC has quoted £480 to fit a second hand lamp from our own stock and replace the overhead wiring.
This can be covered by the existing budget head for "new lights and repairs" in the lighting funds. The Chairman suggested that, due to the statement made by the Chairman of the Finance Committee at the earlier meeting this evening, the work should be referred to the Finance Committee for their endorsement. All agreed.
a). Annual Inspection of Play Area
The Clerk reported on two inspections as B&NES had also sent in their report. There are the usual small low risk observations in the two findings but the B&NES report has highlighted a seemingly new regulation that ROSPA has not mentioned. It seems that swings should be contained within low fencing, presumable to stop small children running across the trajectory of the swings. B&NES have also sent their grant application correspondence but they will not pay for a small fence around swings. He said that there is nothing this Council can claim for this year.
b). DDA Work
The Clerk reported prices for the path and park bench. The path completion will cost around £2400 and a bench, with arms, costs £399 in re-cycled plastic. As there is only £1000 in the DDA work head it was decided to put the job off for another year, unless the Finance Committee embargo is lifted when a bench or two could be afforded.
Clerk reported the successful repair of the wall toping stones. Cllr. J P Rich suggested that Cornhill should be asked to support payment.
Due to the statement made by the Chairman of the Finance Committee earlier in the evening it was decided to delay this item until the next meeting.
