Minutes of a meeting of the Amenities Committee held on the 18 June 2007 held at Peasedown School

1. Apologies for Absence: Peter Provost (Lay Member)
2. The Parish Chairman R W Butt called for an election of a Vice Chair. John Bolwell was asked if he would like to stand and agreed. Cllr R Butt proposed, seconded by J Rich
In the absence of the Chairman, the Vice Chair opened the meeting.
3. Minutes of Meeting held 30 April 2007. These minutes, which had been previously circulated were taken as read, agreed as a true record and signed by the Vice Chair.
Cllr R Butt reported that the new allotments were going very well, it is hope that a good display will be forthcoming when Cllr John Bolwell judges the allotments in the summer. There has been some confusion over the new rules, the charge for the allotments should be £15.00 per annum, this to be corrected if necessary when the tenants pay their annual fee in January 2008, taking into consideration the discretionary discount. The Committee were concerned that people from outside the Parish had been allocated allotments, it was agreed that in the future only residents of Peasedown St John be accepted.
Cllr R Formby was concerned about the Health & Safety Issues of the allotments. Clerk to ring Peter Duppa-Miller regarding rules for allotments, bearing in mind our set of rules may have to be added to.
Cllr J Bolwell raised concern regarding the road sign for John Derrick. Cllr R Butt assured him that the money for funding was there. Quotes for signs have been applied for. Cllr R Butt requested the sign should read "JOHN DERRICK WAY Welcome to Peasedown St John Cricket Club".
The Clerk has been off sick and is now on holiday. It is hope that she will be back to work by the end of this week.
Amended regulations for allotment holders incorporating parking and entrance/exit rules have been sent out to all allotment holders.
There is one person on the waiting list.
The circus are now running in the recreation field. A problem arose trying to find a key to the gate Church Road/Bath Road junction. The padlock on the gate was not one of ours. Mr Williams, Football Club, was contacted and in turn he contacted a Percy Clarke of Hillcrest. See Environment Committee Meeting 18th June 2007
B&NES have been asked to cut the grass in the recreation field for the Village Day on the 7th July.
Chris Champion reported that there had been fires in the recreation ground, mostly in rubbish bins, but one fire was on the matting near the play equipment, damaging 2 tiles, this has left a softer surface that could mark clothing etc. He also found excrement on the slide, which he has cleaned off. Another incident was reported on Friday 15th June that somebody had set light to a circus display notice and made the fire under the slide. I have notified the PCSO of these incidents.
The Planter at the Red Post has been vandalised, plants and earth emptied. In view of past history are we willing to have this replanted. The Committee discussed the situation
and it was agreed to ask B&NES to replant with anything they have left and the Committee to look at the situation next year for the planter to be moved elsewhere.
Planter with metal stake to be replaced opposite Bakery/Greenlands Road, can anybody meet B&NES to decide on exactly where to replace it.
Hedges in Beacon Field have been vandalised and camps made around the field.
I have reported this to B&NES. They sent out a team to cut the hedge by Fairfield Terrace on Monday 11th June.
Notice Board at Carlingcott, the inside back board is very solid. Could the meeting agree to a softer board being placed inside so that notices can be attached easier. It was agreed that Chris Champion should be contacted to attach a pin board.
5. Correspondence
Cllr D Edler proposed that we should be seen to encourage Zero Waste. Clerk to contact the Waste Campaigns Officer for more information. Possibly encourage youth clubs, school etc. and enter in magazine.
Cllr R Formby asked if we had a policy regarding carbon footprints, was the Newsletter printed on recycled paper or whether the Clerk used recycled paper.

The Editor of the Newsletter said she would look into whether we could have it printed on recycled paper. This could be referred to Policy Committee.
6. Echwicke Green Footpath Signs
Cllr K Thomas is working on this project, it will take a little longer but hopefully will be ready for precept. The Committee needs to think about how they are going to manage the green. Cllr R Butt requested that we have the signs all the same colour as per the VDS (street furniture). We needed signs about "No Dogs". Cllr D Edler to be consulted regarding ecological areas, some rough, some cut for play.
7. Highways Signs & 8. Parking in Village
To consider a part time employee for street cleaning and parking. The parking law anywhere is B&NES concern. There is still concern about the parking outside residents home for the Co-op. There is a need to find somewhere else for people to park. 1 to 2hr parking spaces are needed. Cllr R Butt has considered the parking at the Wagon & Horses, perhaps taking half of their car park over. Cllr K Thomas will monitor main car park and report back to committee. Can we take over the Greenlands Car Park, pass to Full Council for debate.
Invite Dave Dixon B&NES (Community) along to one of our Open Monday Meetings and ask him about parking, grants etc.
9. Items for inclusion on a future agenda.
Cllr R Butt is having two meetings with two executive councillors from B&NES Before the next meeting, 1. regarding additional development and the school and 2.What have they in mind for us. Cllr Butt will report back to the committee.
