Minutes of a meeting of the Environment Committee held on 16 October 2006 at Peasedown St John School

Mr Nick Jeanes from Traffic & Safety (B&NES) attended the meeting to talk to the council about the problems with accidents on the A367 with a specific interest regarding the road layout at the Red Post end of the village.
He pointed out that the highways department need to identify a pattern shown by the accidents that have occurred, and that a cheaper option at the moment could be a speed limit and / or a flashing sign warning that a junction is ahead.
Cllr R Butt put forward the suggestion that maybe a 106 Regulation could be enforced on the developers of the Ashgrove site as it appears they wish HGV wagons to exit via that end of the village. The money raised could then possibly fund traffic lights.
It was also pointed out that the money to repair the road between Peasedown St John and Hinton Charterhouse is to come from Central Government funding.
The Council should apply for future funding and speed counts are to be done.
These minutes, which had been previously circulated were taken as read, agreed as a true record and signed by the Chairman.
Cllr R Butt has met with Ms D Miley from B&NES Parking Department to further discuss her plans for the village. Ms Miley was unable to be persuaded that her plans were not in the best interest of the residents.
Ms Miley will ensure that parking attendants will visit the village regularly to monitor the parking and ticket those who are parking illegally.
The parish council will have 21 days to object to the scheme from the time Ms Miley submits it.
It was decided after looking at the quotes for moving the planters that they should be planted up and remain in place until next year – they can be monitored to see if they are vandalised again.
In the spring the council can take the decision whether to move them to other locations or to have them bolted to the ground to prevent them being turned upside down.
Mike Baugh from B&NES advised the clerks that most of the money has been spent on safer routes to school. He suggested that the council would be a better case if they could enlist the backing of a school. It was thought that Writhlington School should be contacted as quite a few children from Carlingcott have to walk up the lane to catch the bus to Writhlington.
Cllr R Butt suggested that the committee might like to think about having a pyramid of planters at the Dunkerton end of the village against the backdrop of the rock.
Maybe the benches should be standardised if more are to be purchased.

Ask a builder for advice re changing the lock up at the cemetery into an office and meeting room for the parish council.
