Minutes of an Environment Committee meeting held on Monday 27th June 2005 at 7 p.m. in the Cricket Clubhouse

Cllr. R W G Butt (SO43) and one member of the public.

An apology was received from Cllr. Mrs. J Lewis-Mason.

Public Session: There were no questions or comments.

  1. Chairman's Welcome
  2. The Chairman welcomed all members to this first meeting of the Environment Committee under the new committee set-up. He praised the work done by the previous body and hoped that the good work could be continued.

  3. Minutes of a meeting of the Environment Committee held on 9th May 2005
  4. These minutes, which had been previously circulated were taken as read, agreed a true record and signed by the Chairman. There were no matters arising.

  5. Correspondence
  6. a). Community Action - Transport Needs Assessment

    A letter explaining that CA would be willing to advise this Council on setting up a body to formulate a Transport Needs Assessment. It was agreed that it might be beneficial if the Council looked into a TNA as it could well stand beside the proposed Village Plan. Clerk was asked to return the proforma to register an interest. Noted.

    b). B&NES. 7.5 tonne weight restriction, Wellow

    Members noted the restriction but commented that, because of the problems at Hinton Charterhouse, there is still no through route to the east of Wellow. Noted.

    c). Cubex Land - Bath Business Park.

    Letter explaining the reasons why they have agreed on this name even after a strong recommendation from both this parish and B&NES. Members were not happy with the situation but were warned by the Clerk that this Council (or B&NES) have no legal right to name business parks, although this Council's suggestions for the road names have been accepted.

    d). POP Sport and Motorcycle meeting minutes

    Members noted the contents and asked the Clerk to thank Terry Nicholls for the information.

  7. To consider this Committee's input into the Parking Review Panel
  8. The P&GP Committee have set up this Panel and, as the Chairman is on the Panel, he would be able to carry through this Committee's comments.

  9. Any other business being an exchange of information for noting or placing on a future agenda.

a). Allotments.

A member questioned the state of No 1 allotment; it has not been well kept for two years now. The Clerk had already sent a warning letter earlier in the month but very little work had been undertaken although the tenant had appealed to the Clerk to allow his retention of the plot. Another member has seen the plot and agreed that it was very poorly worked. The committee agreed that the tenant should be asked to leave under Allotment Rule No 8.

b). B&NES. Car Park in Greenlands Road - toilets and bottle banks

E-mail received asking this Council for its comments on the fact that parking bays will be lost when the toilets are re-furbished. The bottle banks are very poorly used because the Green Box system was working well and B&NES are thinking about replacing them with two new parking bays. Members agreed with the suggestion, as every bay was important. Good article for the next Newsletter!

c). DEFRA.Clean Neighbourhoods and Environment Act 2005

Letter explaining that Parish Councils can now, if they so wish, issue fixed penalty notices for litter, graffiti etc. Members felt that staffing arrangements would have to be looked at before taking on such powers. Noted.

d). Bristol Airport (a follow-up on the questionnaire sent in by Cllr. Mrs Butt)

Cllr. Mrs. Butt has now written to Bristol Airport thanking them for their hospitality when she and Cllr. J Rich visited the control tower to see for themselves the new arrangements being made to control air space. Cllr. Mrs. Butt said that the new arrangements would make this area even safer in the future and withdrew her objections. Noted.
