Minutes of a Lighting Committee meeting held on Monday 3rd November 2003 at 7.45 p.m. in the Cricket Clubhouse

These minutes, which had been previously circulated, were taken as read agreed a true record and signed by the Chairman. There were no matters arising.
The Clerk reported that he had now received a quotation from SEC for the four lights agreed for erection this financial year. The figures were not complete as SEC is still awaiting prices from SWEB for connection. The figures received were noted and with an estimated £3020 left in the Lighting Committee head, it was felt that the jobs could be done this year. Clerk was delegated to get the jobs done if the final figures were reasonably near to the money in hand, if not the Committee would have to be consulted again.
The rest of the Action Plan was then discussed and it was noted that only five jobs were left on the Plan. Three (behind the Braysdown Lane factory, Ashgrove to Eckweek Gardens northern end and Church to New Buildings) could be carried over to next year and the other two (stopped off stretch of Eckweek Lane and Cemetery gates to Under Knoll) should be passed to B&NES to fund. A lighting tour would again be made in the early spring to pick up any more black spots.
Clerk reported that the Finance Committee earlier in the evening had agreed that the Council could spend up to 7% next year. To keep the rate down to a 2.5% increase balances would be used.
The Clerk also reported that both SEC and SWEB had not increased their prices since March 2001, but over that time he had still allowed for a 3% rise. He warned that the Council could not be confident that SEC and SWEB would maintain the present level and recommended that 3% should be added for next year. The price for power was estimated at £3168 and maintenance £3309 and an extra sum for repairs and new lights was fixed at £2523.
It was agreed that the Finance Committee is asked to endorse the sum of £9000 to finance the work of the Lighting Committee.
The Clerk reported that the Christmas trees would be illuminated from 28th November 2003 to 6th January 2004. Noted - this Committee agreed to fund the power.
