Minutes of a meeting of the Policy Committee held on the 9th October 2006 held at Peasedown St John School

Mr P Provest asked that the question be asked about animal acts in the John Lawson Circus that is due to be in the village in June 2007
These minutes, which had been previously circulated were taken as read, agreed as a true record and signed by the Chairman.
Clerk reported on three matters
The Police Watch Scheme (Ringmaster) can only have one contact per parish council – in our case it is the clerk
Reading folder – Could councillors please ensure that this folder be passed on to the next councillor as soon as the contents have been read as this needs to be circulated to all councillors on a regular basis.
The proposed closure of the churchyard at St John’s Church will not take place as there is deemed to be grave space still available. The clerk has spoken to Mrs R Tiley who is in charge of Haycombe cemetery regarding the deeds for grave purchases. I have now arranged a training session at Haycombe with Rosemary on Wednesday 11 October 2006.
A letter has been received from John Lawson to say the the circus would like to visit Peasedown St John from Monday 18 June 2007 to Wednesday 20 June 2007.
It was agreed that this would be welcomed but the clerk was asked to find out if animals were used before agreeing to the visit.
A quote has been received for an accounting and cemetery package. The accounting package costs £245.00 with £250.00 for a training day.
The cemetery package costs £1000.00 with £250.00 for a training day. The training days may be taken in half days if preferable.
Cllr J Rich proposed that the accounting package be purchased
Cllr J Bolwell seconded this proposal and all were in favour.
It was proposed by Cllr J Bolwell that the cemetery package be put on the agenda to be precepted for 2007/2008. This proposal was seconded by Cllr C Rich with all in favour.
Cllr R Butt suggested that when the cemetery committee meet they should discuss the following:
It was felt that part of any expenditure may be offset by a cheque from Bath & NE Somerset towards the double taxation issue with regard to the cemetery.
The clerks reported that they have met with Mr Colin Davis to determine what is covered by the present agreement.
Mr Davis is to do an up to date quote itemising each task for the council to decide which parts they would like to be included in a new contract.
This has been looked into by the clerk but unfortunately no lease can be found. Many draft leases are in the file. The clerk has contacted CISWO to ask for guidance as the parish council are trustees for the field but it would revert to CISWO if it was no longer required as a recreation field by the village. CISWO has suggested that a pitch hire agreement would be preferable to a lease as this may invalidate the current ruling by the Charities Commission.
It was felt that a working party should meet to discuss the best way forward.
Cllr Rich reminded the committee chairman present to ensure that their committees complete their plans for the projects to take forward in 2007 / 2008.
The amount of precept needs to be arrived at before December 2006.
Cllr Butt informed the council that he is representing the Council on the Brighter Futures Link Group.
