Minutes of a Personnel Committee meeting held on 17th January 2005 at 7 p.m. in the Cricket Clubhouse

Public Session

Mr. Provest reminded the Committee that the new Freedom of Information Act 2000 now applies fully to parish councils from 1st January 2005 and would entail the Clerk in further extra duties. Clerk replied by saying that he had all the relevant details and has now received a letter from the ODPM stating that he, the Clerk, has been authorised to be the qualified person for the purposes of section 36 of the Act. The Clerk would be announcing the fact at the Council meeting next week. Noted.

  2. These minutes, which had been previously circulated were taken as read, agreed a true record and signed by the Chairman. There were no matters arising.

  3. Terms and Conditions of Employment as they effect the Clerk
  1. It was agreed to receive and accept the three papers (National Agreement, Model Contract and Guidance on good employment practice) published jointly by NALC and SLCC and previously circulated to members
  2. It was agreed to offer the Clerk a new Contract and Job Description in line with the new arrangements detailed in the three documents - details to be worked out later when the model contract has been adapted for this Council
  3. It was agreed that the present payment to the Clerk for working on the Newsletter be incorporated into his job to make the post of Clerk and Responsible Financial Officer a full-time post of 37 hours per week
  4. It was agreed that the Clerk be placed in the substantive benchmark range of LC2, 30-34 starting on SCP 30 on 1st April 2005 giving an annual salary of £23,265. The payment for supervision of staff has now been abandoned and reflected in the new salary. It was also agreed that his salary should rise by annual increments until SCP 34 is reached
  5. It was agreed that the new assistant to the Clerk, a position that has been agreed by Council, should be advertised on SCP 15, i.e. £7.622 per hour while training. When trained and when taking over from the Clerk for any period should be paid on SCP 26, i.e. £10.55 per hour
  6. It was agreed to ask the Finance Committee to precept for £25,000 to cover the Clerk's and Assistant Clerk's salary in the year 2005/2006.
  1. Caretakers Wages
  2. Following a verbal report from the Clerk who had considered the various duties performed by the three caretakers and the rise to £4.85 of the NMW, recommended that £6000 would be required to pay the caretaker's wages.

    It was agreed that the Finance Committee is asked to precept for £6,000 to cover the caretaker's wages in the year 2005/2006.

  3. Staff Salaries, Caretaker's Wages and NIC payments
  4. It was agreed that Finance Committee precepts for £33,380 which will be required to pay the staff in the year 2005/2006.

  5. Assistant Clerk - advertising the post

It was agreed that the Clerk advertises the post in the Parish Newsletter and Radstock Journal using a shortened version of the job description and person specification agreed at the meeting held on 4th October 2004 at the wage agreed this evening. It is understood that the holder of the post will be assessed for satisfactory progress after one year in post.
