Minutes of a meeting of the Planning Committee held on the 1st October 2007 held at Peasedown School

Present: Cllrs C Rich#, Mrs M Kennedy*, Mrs M Button, F Day, M Gregory,

J Bolwell, J Goring. Cllr RWG Butt (SO43)

2.      Minutes of Planning Committee Meeting held on 3 September 2007

These were agreed and signed.

3.  Clerk’s Report. 

I have today received a telephone call from Mrs Gloria Maddison who lives opposite to the new Tesco store.

She is upset as the parking is totally inadequate, this now results in shoppers parking directly outside her bungalow, leaving windows open and music playing whilst they pop across the road to the store.

This continues all day and up to 11 o’clock in the evening.

The lights are on all day and causes problems to those living opposite.  Her neighbour lives directly opposite and he has written to B&NES.

Other people within the village have also raised their objections to me today regarding the traffic congestion in the village.

Mrs  Maddison would like the Parish Council to record her dissatisfaction in the minutes as she feels it may be beneficial if representations are made at a later date.

She feels all the problems are surfacing as predicted.



4.  Correspondence

Ø  B&NES intention to adopt the Local Plan – This was noted

Ø  Copy of a letter sent to Planning Enforcement Officer by Cllr J Rich.

Cllr Rich has received a letter from Mr J Dando the Enforcement Office stating that he is to visit the sites named this week  The clerk was asked to find out exactly when he is coming to enable some councillors to meet with him.

The clerk was asked to write to Lisa Bartlett (a senior planning officer) to enquire clarification regarding the reply received from Morgan Beynon (enforcement officer) that the erection of a holiday home over the underground garage could be of up to four metres.  Where does the four metres begin?  On the roof of the garage or at ground level?

Ø  Notification of Works to a walnut tree which is subject to a Tree Preservation Order – This was noted

 .

5.      To note and make decisions on the Planning Register.

Eight applications were discussed and comments noted on the planning register.

6.      Planning Decision and Appeals by B&NES


Seven were received, two of which were refused.  These were duly noted by the Committee.

 Cllr RWG Butt asked that the meeting overrun it’s time by 10 minutes to complete the agenda – This was agreed by all councillors present

7.      Items for inclusion on a future agenda

It was decided that the traffic congestion outside the new Tesco Store needed to be closely monitored in the future.
