Minutes of a Planning Committee meeting held on Monday 3rd April 2006 at 7 p.m. in the Cricket Clubhouse.

2. Minutes of a Planning Committee meeting held on 6th March 2006

These minutes, which had been previously circulated were taken as read, agreed a true record and signed by the Chairman

3. Matters Arising from the Minutes of Planning Committee on the 6th February 2006

The clerk was reminded to ask the Planning Department if a disk may be made available to better show the plans to our committee. The matter of an overhead projector was discussed and Cllr J Bolwell proposed, Cllr M Kennedy seconded that the parish council should purchase this.

It was agreed to put this on the next finance agenda before bringing to full council.

  1. New planning applications

There were seven planning applications reviewed - there were no objections for six and an objection minuted for one application.

5. Correspondence

A reply has been received from Bath & North East Somerset Planning Department to a letter the clerk sent on 24 January 2006. The answers to some of the points raised were discussed and the clerk was asked to continue to lobby for information regarding those items not yet addressed i.e The hole in the former garage forecourt on Bath Road and the air conditioning units on a private dwelling in Braysdown Lane. The disused car lot also is still causing concern.

6. Planning decisions made by B&NES / Appeals

Notice of an appeal had been received by B&NES from Mr & Mrs Clarke who wished to install a large rear dormer window in their property at 47 Wellow Tyning.

7. Any other Business

Notification has been received of the Public Exhibition by the Norton Radstock Regeneration Company to be held on 7 and 8 April 2006 An invitation was extended to this council to attend.

An email has been received from Cllr S Bevan regarding the anti social parking outside the school.

Cllr Bevan explained that meetings have been held with Dorothy Miley, Parking Supervisor Team Leader at B&NES and former Highways Engineer Neil Terry, and one suggestion is that the chicanes be removed to provide more parking spaces with properly restricted waiting times.

Public consultation is to take place and all ideas will be considered.

Discussion followed as to a possible short term solution to the problem and one idea was to ask Michael Gould if parking could take place in the Ashgrove Car Lot, another suggestion was the car park at the Waggon and Horse Public House.

This suggestion sparked a discussion on the entrance/exit from their car park which at present is not being used correctly. It was originally agreed that cars would enter the car park one way and exit another.

B&NES have informed the council of their decision to no longer pick up refuse from the door and that edge of property collections are to be implemented on 5 June. It was decided to put this on the agenda of the next environment committee meeting.

Cllr J Bolwell suggested that the clerk meet with two members of the planning committee before the meeting to look at each site to be discussed on the planning register.

Cllr F Day informed the council that the refuse bin base has finally been removed from the Methodist Church Car Park.

Cllr Mrs M Kennedy asked the clerk to look into two previous planning decisions to check if they have been adhered to.

Cllr RWG Butt reminded all present of the importance of the village meeting on 6 April at the Methodist Church.
