PEASEDOWN ST JOHN PARISH COUNCIL

Minutes of a meeting of the Planning Committee held on Monday 4th April 2005 at 7 p.m. in the Cricket Clubhouse.

Also in attendance: Cllrs. C Rich, J P Rich, Mrs. R M Rich and three members of the public.

Public Session

Mr. Clark, representing the Football Club announced that the tea hut had now been well and truly vandalised and burnt down and he wondered if the Council would help them in their task of finding a replacement. Chairman asked that the Clerk help with any planning permission necessary as Mr. Clark said that they would be using a more sturdy design for the re-building.

Mr. Galizia, of Carlingcott Mill thanked the Clerk for letting him know that his diversion plans were on the agenda this evening and asked if he could speak on his plans for Footpath 19/1, which runs close to his property. He circulated various plans and photographs to prove that the new path did not flood any more often than the old route. He asked if this Council would remove its objection to the diversion before the Public Enquiry was held (although no date for it has been announced). Members asked many questions of fact and agreed to debate the issue later in the meeting.

  2. These minutes, which had been previously circulated were taken as read, agreed a true record and signed by the Chairman.

  4. BT Poles in Hillcrest

    Correspondence has now been received from BT Wholesale, which has reiterated the comments previous received from the ODPM and the BT Complaints Review Service. It seems that challenge in the Courts is the only redress over unwanted poles. Members felt that the questions asked have still to be answered and suggested that the fact that the existing phone lines are already under grounded to each front door and the use of poles (unless they can be proved to be from replenished stock) is not a sound green idea. Poles, the Chairman has been told, are also expensive to maintain over the years. Clerk to write again.

  5. 33, Tyning Road
  6. The Chairman, at the last Council meeting, asked that the Clerk look out the planning papers for this site as he was not sure that B&NES had observed the proper protocol concerning the two applications for the dwelling proposed there.

    Members studied the papers, including the Inspector's conclusion and found no questions to ask, and decided that the decisions made were safe.

  7. Footpath Diversion at Carlingcott Mill
  8. Following the excellent presentation made by Mr. Galizia the committee decided unanimously to withdraw its objection to the diversion. Clerk to inform Camerton Parish Council and the B&NES Footpath Department.

  9. Planning Training by B&NES
  10. An evening session has been arranged for Thursday 13th April 2005 in Keynsham. The Clerk had ascertained that Clerks would be welcome to join members. He said that Mrs. Hartley would be willing to go and Cllr. Mrs. Kennedy also asked to attend. Clerk would arrange for Mrs. Hartley to provide transport.

  12. Three were considered and comments agreed upon as printed in the Planning Register.

  13. Planning decisions made by B&NES

Three were reviewed and the two for approval were agreed to be in line with this Council's policies. The other, a refusal, seemed a little confusing and the Clerk promised to re-look at the plans and report back.
