Minutes of a meeting of the Planning Committee held on the 4th September 2006 held at Peasedown St John School.

Present: Cllrs C Rich, Mrs M Kennedy, J Bolwell, Mrs M Button, F Day, M Gregory and J Goring

Also present Internal Auditor Mr Peter Provest and many members of the public

Cllr RWG Butt awarded Mrs M Button the prize for the winning the Quiz (How well do you know you village)

Cllr Rich welcomed the members of the public and said that thirty minutes would be allowed for them to speak. He requested that they be orderly and precise in their comments.

Public Session

Mr S Gilmore, Mr S Jones, Mr A Jones, Mr C Hansford, Mrs L Tudor, Mrs A Jones, Cllr G Matthews and Mr P Provest all expressed their objections to the proposed development of thirteen houses at No 9 Sunset Close.

Their comments were noted by the clerk and will be forwarded to the Planning Department when the planning committee of the Parish Council forward their comments.

  3. These minutes, which had been previously circulated were taken as read, agreed as a true record and signed by the Chairman.

  4. Clerks Report
  5. The clerk reported that she had been in contact with the enforcement officer John Dando and he has asked that the persons parking vehicles need to be identified.

    The reason for this request is that should a contractor be working on the property then the parking would not be illegal. If, however, the owner of the property is parking on the hard standing then it is deemed to be illegal.

    Photographic evidence would be needed.

    The Probation Service were contacted with a view to weed the borders on the roundabouts. Unfortunately this will not be possible for Health and Safety reasons.

    Cllr Butt reported on his meeting with Ms Sian Hancock of Somer Housing regarding 61 Eckweek Road – it appears that Somer Housing has not granted consent for the wall around the property and there is nothing in writing stating that Eckweek Gardens should remain open plan. Mr Box has been informed that on the sale of his property the wall will have to be removed.

    It may stay at present due to the personal circumstances of the property owner.

  6. Correspondence
  7. A letter has been received from Ms Dorothy Miley with her plans for parking proposals in the village of Peasedown St John. The Planning Committee looked at the proposals and were not in agreement with them.

    It was felt that there had been a survey undertaken by the parish council two or three years ago and this had never been acknowledged by Bath & North East Somerset.

    The plans included the moving of the bus stop, which in turn would result in the loss of 4 parking spaces.

    The clerk was asked to contact Ms Miley and arrange a date for her to attend a meeting in order that the council may put their views forward, as there appears to have been no consultation.

  8. To note and make decisions on the Planning Register
  9. There was one plan to be considered and this was the proposed development of 13 houses at 9 Sunset Close.

    It was agreed that a detailed case should be built up to forward to the Planning Department stating the Parish Council’s objections to this proposal. The main function of the parish council is to guard and enhance the environment for the residents of Peasedown St John.

    It was also thought to be imperative that a highways traffic survey be taken forward in Braysdown Lane.

  11. 6 were received, 4 permits and 2 refusals

    It was agreed to invite a senior member from the Planning Office to a meeting to give advice and guidance, as it has been noted that the recommendations from the Parish Council and the decisions by the Planners are not always in agreement.
