PEASEDOWN ST JOHN PARISH COUNCIL

Minutes of a Planning Committee meeting held on Monday 5th January 2004 at 7 p.m. in the Cricket Clubhouse

Present: Cllr. E J Derrick (Chairman)

Cllrs. J S Bolwell, F J Day, J W Graham and Mrs. M Kennedy.

Also in attendance: Two members of the public.

An apology was received and accepted from Cllr. M J Gregory who had a business commitment.

Public Session

Mr. P Provest commented upon the planning application to be considered this evening - that for new signage at the Co-op in Bath Road. He said that he was alarmed that the sign was to read Peasedown without the St John.

Chairman said that he was sure that the committee would share his alarm

  2. These minutes, which had been previously circulated, were taken as read agreed a true record and signed by the Chairman. There were no matters arising.

  3. Correspondence
  4. a). B&NES. Best Value Inspection

    A letter asking for Parish delegates to meet the Inspector at 6.30 p.m. on 12th January 2004 in the River Suite at Keynsham. The Chairman agreed to attend.

    b). B&NES. Training on Planning Issues

    A letter informing all PCs that, as there are radical planning changes being introduced during the year, Mr. Davies (Head of Planning Services) is proposing to hold Training Sessions with clusters of Parishes. More details later.

    c). B&NES. Notice of Appeal at 40 Russet Way

    The applicant has appealed against the B&NES refusal to allow a 2m fence to be erected. The Clerk (having been asked by the Chairman) has already written to the Planning Inspectorate with this Council's support for B&NES in their refusal.

    d). B&NES. Notice of Appeal at 70 Ashgrove

    The applicant is appealing against the B&NES refusal to allow a dwelling to be built behind 70 Ashgrove. Members agreed that the Clerk should support B&NES in their reasons for refusal.

    e). B&NES. Proposed road humps in Laxton Way

    Members agreed that the Clerk should write to support this scheme.

    f). P C Attwood. Plan showing frontage to new shops to be built on the former Ashgrove Motors site

    Members were not happy with the proposal as it showed the new bus shelter stood on the pavement, which would prevent the shelter being fitted with side panels. Clerk said that he had spoken with Mr. Attwood several days before the plan arrived and had explained that the shelter should stand on the shop forecourt thus allowing the free flow of pedestrians not waiting for buses.

    Agreed that the Clerk should inform Mr. Attwood and write to Ken Williams, the B&NES Highway Officer, asking him for his support.

    g). Cllr R W G Butt. Enforcement at 25 Ashgrove

    The Chairman read a letter from Cllr. Butt which asked this Committee to support a plea to B&NES for rapid enforcement at this site to stop the trading in used cars which has been going on for many months without planning permission. Members agreed that the enforcement from B&NES had been very slow and the use was very upsetting to the residents thereabouts. Clerk was asked to send a strongly worded letter to the Planning Services Office.

  6. Six were discussed and comments agreed upon as printed in the Planning Register.

  7. Planning decisions made by B&NES

Two permissions were studied and agreed that the decisions backed up this Council's views.

Meeting closed at 7.45 p.m.
