Minutes of a Planning Committee meeting held on Monday 5th July 2004 at 7 p.m. in the Cricket Clubhouse

An apology was received from Cllr. M J Gregory.

Public Session:

Mr. Provest asked if this Committee had any idea what was going on at the former envelope factory. Chairman and Clerk both said that they had heard nothing of a planning application so assumed that the work being done did not need planning permission. Clerk would monitor the site.

  2. These minutes, which had been previously circulated were taken as read, agreed a true record and signed by the Chairman. There were no matters arising.

  3. Correspondence
  4. a). B&NES: Diversion of Footpath BA19/1 at Carlingcott Mill

    Letter explaining that, due to the continuing objection from the two Parish Councils, the next step would be to put the proposal before the Regulatory Access Committee on 8th July at 10 a.m. in the Guildhall, Bath. This Council could speak if it requested. It was agreed not to attend as it was felt that the two PCs concerned had already put enough evidence for refusal.

    b). B&NES: Consultation and Delegation Process: Changes in Planning

    A letter from David Davies stating that he is obliged to suggest ways for B&NES to conform to new government edicts for speeding up planning processes. He has proposed changes to the ways in which PCs and B&NES members can ask for applications, (which would normally be delegated to officers,) to be put before the committee. The Planning Committee has sanctioned the changes without consultation.

    A letter was also received from the Conservative Group on B&NES, which proposes a lengthy motion to be put before the next B&NES Full Council meeting. The motion is accusing the Planning Committee of agreeing to the new arrangement without the sanction of the Council and criticising the loss of democracy in some of the changes. The Conservative Group has asked that the process should revert to pre-26th May position and consultation should be set up with PCs.

    Members agreed to write to Mr. Davies saying that this Council agrees with the points put forward in the motion and will comment further on the change if/when the consultation is agreed.

  5. New Applications
  6. Two were considered - one was for yet another two-storey extension to a smaller terrace house in Bramley Close. The Council has a firm policy on this type of extension so a recommendation to refuse was lodged.

  7. Planning decisions made by B&NES
  8. Four were reviewed and all were accepted as they followed this Council's policies.

  9. August Recess Delegation

It was agreed to delegate urgent planning decisions to the Clerk and Chairman.
