PEASEDOWN ST JOHN PARISH COUNCIL
Minutes of a Planning Committee meeting held on Monday 7th February 2005 at 7 p.m. in the Cricket Clubhouse
Present: Cllr. E J Derrick (Chairman)
Cllrs. F J Day, J W Goring, M J Gregory and Mrs. M Kennedy.
Also present Cllrs. C Rich and Mrs. R M Rich. One member of the public.
An apology was received from Cllr J S Bolwell.
Public Session
Mr. Michael Gould presented (informally) his new proposals for the Ashgrove Motors site. He gave his reasons why the shop plan had failed so he is now putting forward a plan for housing. Members were very impressed with the plan and asked that consideration should be given to provide a site for a PC supplied bus shelter. Mr. Gould agreed to contact his architect for comments.
These minutes, having been previously circulated were taken as read, agreed a true record and signed by the Chairman.
Cllr. Mrs. Kennedy asked if the Clerk had been able to get a satisfactory answer from BT on why it has used poles in Hillcrest.
Clerk said that he had contacted the planning office and had a reply stating that BT can erect poles under permitted development granted by the T&CP Order 1995. A planning application was not made to B&NES and a suggestion was made that BT should be contacted direct.
The ODPM had replied in similar vein but did add further information about objections. The ODPM has warned that, although an objection can be raised over each and every pole, if BT counters the objection the whole thing has to be resolved by the Courts.
The Clerk had also spent some time ringing various departments at BT never getting to a top official and was eventually told to take the advise on the ODPM letter and the notice on the pole.
Chairman said that he had definitive proof that BT did listen to objections to poles as they have now agreed that poles are more expensive, in the long term, than undergrounding. He said that he had obtained the address of the BT General Manager and would give it to the Clerk. Noted.
A letter and plan from Michael Gould was considered in the Public Session and the committee confirmed that it would certainly consider a "no objection" comment if and when the plan was officially lodged. The bus shelter site was thought to be imperative as no other site could be used in this area.
These were considered and comments are recorded in the Planning Register.
These were considered and all were in accordance with this Council's deliberations.
